距美国大选投票日17天之际，共和党总统候选人唐纳德•特朗普周六（10月22日）在美东宾夕法尼亚州葛底斯堡发表政策宣讲，陈述他若当选，就任百日之内准备用什么新政来“颠覆旧建制”。
媒体注意到，演讲的语气语调跟之前的竞选集会相比严肃得多。但内容上除了增加了一些新的细节，主要政策基本上是重复了以前的表述。
“货币操纵国”
特朗普说，如果他当选总统，进驻白宫后将立刻推行他的贸易政策，包括命令财政部长把中国定为货币操纵国。
其贸易新政还包括宣布重新谈判北美自由贸易协定的计划，以及撤出跨太平洋合作伙伴协议。
特朗普称自己如若当选，上任后将在第一时间规限国会议员的任期，冻结部分联邦机构的人员招聘，对白宫官员卸任后从事游说活动增加限制。
他还誓言限制政府的“红头文件”，要求每制定一项新规则就必须取消两项已有规则。
他的“百日新政”还包括取消奥巴马总统的医疗保险计划，减税计划和移民政策。

1. Middle Class Tax Relief And Simplification Act. An economic plan designed to grow the economy4% per year and create at least25 million new jobs through massive tax reduction and simplification, in combination with trade reform, regulatory relief, and lifting the restrictions on American energy.

Reforms will also include cutting the red tape at the FDA: there are over4,000 drugs awaiting approval, and we especially want to speed the approval of life-saving medications.

9. Restoring National Security Act. Rebuilds our military by eliminating the defense sequester and expanding military investment; provides Veterans with the ability to receive public VA treatment or attend the private doctor of their choice; protects our vital infrastructure from cyber-attack; establishes new screening procedures for immigration to ensure those who are admitted to our country support our people and our values.

10. Clean up Corruption in Washington Act. Enacts new ethics reforms to Drain the Swamp and reduce the corrupting influence of special interests on our politics.
