「英文摘要」There are two main causes for the rising price of higher educationin China.Public educational investment has become inadequate as tertiary enrolmentexpanded rapidly in recent years,hence charging tuitions and fees is an effectivemeans of cost-recovery for higher education institutions.Moreover,in the courseof decision-making within higher education institutions ,it is difficult to maintainpower balance between public and private stakeholders ,and between those sub-unitswith responsibilities and those without.Such imbalance has caused some higher educationinstitutions to breach the regulation to raise tuition and impose new fees.In thenear future ,the government should further rationlise pricing policies,strictlyregulate charging practice,and improve student financial aid services in the highereducation sector.In terms of sustainable long-term development of the sector ,the government should ensure adequate public investment and promote the ideas ofpublic good and not-for-profit in higher education institutions.
