总部设在法国的记者无疆界（RSF）于2008年7月10日发布调查报告，披露欧卫关闭新唐人的大陆信号并非它所宣称的技术问题，8月18日记者无疆界再度发布声明，证实欧卫公司从技术上完全有可能恢复新唐人的信号。

自 2008年6月16日，欧卫关闭新唐人对大陆的播放信号后，正义中国国际联盟联合十大国际人权团体，包括为人权而行动协会、法中之家协会、法国希望之声协会、文慧协会、良知基金会、大唐文化协会、民主中国阵线、全球营救受迫害法轮功学员委员会、日本中国民主运动海外联席会、台湾研究论坛组织联合查证，证实欧卫关闭新唐人对大陆的播放信号是早有预谋的政治举动，于9月9日向欧卫递交联名签署的英、法文公开信，呼吁欧卫不要屈服于中共，不要成为压制真相、自由、人权的帮凶，立即恢复新唐人电视台的播放信号。

Berretta先生，

我们，正义中国国际联盟，我们的合作协会，以及世界上其他相关组织在这里郑重向欧洲卫星公司提出如下请求。

2008 年6月16日，总部位于巴黎的欧洲卫星通讯公司基于各种虚假的理由，停止了新唐人电视台在W5卫星上的播放信号。中共一直企图终止这个不受它们审查的电视台向大陆播出。他们没法直接达到目的，就用另外一个办法，采取不和欧卫做生意的方式，直到欧卫停止和新唐人的和约。

我想你已经知道，记者无疆界组织公布了一段谈话录音，记者以中宣部的名义打给欧卫北京分部主要负责人。那个人确认了新唐人电视信号事实上是被故意停掉的，而不是你们公司对外宣称的转发器的故障。“这是一个政治决定，也是给中共政府一个‘非常友好的信息’。”这里不是技术故障，因为还有一个备份系统可以替代。另外美国BBG已经离开了W5，腾出了更多可用的通讯空间。

你们作出决定后，通知了中国驻意大利大使馆大使孙玉玺。一个调查员通过特殊关系给孙玉玺打了电话，询问此事。确认了中共在这件事情上起了主要作用。孙大使承认道，“关闭新唐人信号后，他们（欧卫）打电话给科技部，让他们转告我，说领事和我们提了很多次要关掉新唐人，现在我们已经处理了。就是说，他们那里，没有任何和法轮功有关的东西了……既然他们已经停掉了这些信号，我和他们说，不要再碰这些东西。他们应该和我们合作，正面宣传中国。他们一次又一次的道歉，说不会再发生类似事件。”

为了拿到更多生意，欧卫向中共集权政府的诱惑屈膝，关闭了倡导自由、人权的独立电视台。使中国民众无法得到真实的、没有经过过滤的信息。现在情况变得更糟，从8月起美国之音和自由亚洲电台也无法通过欧卫向中国广播。

现在，全世界都知道了这个消息，希望你能权衡公司的形象和商业利益。我们希望欧卫重新履行和新唐人的签约，并在2008年10月31日续约。基于中共的打压越来越被外界谴责，我们的孩子会问我们对于共产党的暴行、压制和对世界的严重影响做了什么，我们希望欧卫能被记住做了正确的选择。为了被压制的中国民众，我们希望他们能获得真相，不是伪造的宣传。我们希望欧卫能在这件事情上作出正确的选择，不要屈服于中共，不要成为压制真相，自由，人权的帮凶，立即恢复新唐人电视台的播放信号。

Open letter to Mr. Giuliano Berretta, CEO of Eutelsat Communications

Mr. Berretta,

We, the International Federation for Justice in China, our associates, and other organizations around the world do hereby make the following request of Eutelsat.

On June 16, 2008, the Paris-based satellite company Eutelsat Communications unlawfully and on false grounds stopped an uncensored TV station, New Tang Dynasty TV (NTDTV), from broadcasting into China on your W5 satellite. The Chinese Communist regime has long wanted to stop this station’s signals. Since it could not accomplish its goal directly, it did the next best thing. It refused to do business with your company, Eutelsat, even though you had contracted to carry NTDTV’s signal, until Eutelsat abrogated its contract.

As you already know, Reporters Without Borders recorded a conversation and released a transcript of that recording, in which a Chinese interlocutor, claiming to be a Director in China’s Central Propaganda Department, called a key official at Eutelsat's Beijing office. The official confirmed that the signals were turned off deliberately; that your company alleged that your transponder was broken when it really was not. “It was a political decision and a ‘very friendly message’ to the Chinese regime…” Not only was there no technical failure; there is even a back up system in place in case of failure. In addition, BBG left W5, making more room available.

After you made your decision, you reported to the Chinese Ambassador to Italy, Sun Yuxi. An investigator with special status phoned Sun Yuxi with regard to this issue. The conversation confirmed that the CCP played a major role in the incident. Ambassador Sun admitted, “After turning off the signal, they [Eutelsat] specifically asked someone to tell my Science and Technology Attache and pass the message to me, saying that the Ambassador has mentioned several times to us about this issue, and we have handled it now. i.e. Well, from their work, they will no longer have Falun ... anything related to Falun Gong. … Since they have got rid of this, we also endorsed them, and told them never touch this again. They should cooperate with us, should do well in promoting China positively. They [meaning Eutelsat] also apologized again and again and assured us that they would never let such kind of thing happen in the future.”

In order to get more business, Eutelsat has proudly kowtowed to the Chinese regime’s enticement and shut off this independent TV station so that it can no longer advocate freedom and human rights in China; it can no longer provide the Chinese people with truthful and uncensored information. The issue is even more serious since Voice of America and Radio Free Asia’s have not been able to broadcast to China since the beginning of August.

Now that the information has been promulgated world-wide, perhaps you will want to weigh the value of your company’s image, not to mention the values that transcend money. We hope that Eutelsat will resume its contract with NTDTV and even renew it on October 31, 2008. As China’s repression becomes more widely known and more widely condemned, as our children ask us what we did about Communism’s violence, oppression, and inexorable ascendancy, we hope that Eutelsat will be remembered well. For the sake of so many suppressed Chinese people, we hope that they may access truth, rather than propaganda. We hope that Eutelsat will play its part, not kowtow to Communism, not be complicit in the suppression of truth, freedom, and human rights, and resume NTDTV’s signals immediately.

Lettre ouverte a M. Giuliano Berretta, president directeur general d’Eutelsat

Monsieur,

La Federation internationale pour la justice en Chine, nos partenaires ainsi que d’autres associations a travers le monde faisons, par la presente, les requetes qui vont suivre a Eutelsat.

Le 16 juin 2008 l’entreprise de satellite Eutelsat a suspendu, illegalement et sur la base de fausses allegations, la diffusion vers la Chine de la station de television non-censuree New Tang Dynasty (NTDTV). Depuis longtemps le regime communiste chinois voulait arreter l’emission des signaux de la station de votre satellite W5. Ne parvenant pas a effectuer cette suppression directement il a alors utilise la ruse. Il a refuse de negocier avec votre entreprise, Eutelsat, bien que vous vous soyez engage a transmettre le signal de NTDTV jusqu’au terme de son contrat.

Comme vous le savez deja, Reporters sans frontiere a enregistre et diffuse la transcription d’une conversation dans laquelle un interlocuteur chinois, disant etre un responsable du Departement central de propagande en Chine, appelait un responsable-cle du bureau d’Eutelsat a Pekin. Ce dernier a confirme que les signaux avaient ete eteints deliberement et que votre entreprise avait pretendu que le transpondeur etait casse, ce qui etait faux : « C’etait une decision politique et un ‘message tres amical’ donne au regime chinois ». Non seulement il n’y avait aucun probleme technique mais le transpondeur possedait egalement un systeme de relais en cas de panne. De plus, BBG a quitte W5, augmentant ainsi la place disponible pour l’emission.

Apres avoir pris votre decision, vous en avez avise l’ambassadeur de Chine en Italie, Sun Yuxi. Un enqueteur a telephone a Sun Yuxi concernant cette affaire. La conversation a confirme que le PCC avait joue un rôle majeur dans l’incident. L’ambassadeur Sun a admis : « apres avoir eteint le signal, ils [Eutelsat] ont demande specialement a quelqu’un de dire a mon attache de science et technologie de me prevenir que l’ambassadeur nous avait avise plusieurs fois de ce probleme et que nous devions le regler maintenant. Bon, par leur travail, ils n’auront plus jamais le Falun… tout ce qui est lie au Falun Gong… Depuis qu’ils y ont mis fin nous les avons aussi appuye et leur avons dit de ne plus rien changer. Ils devraient cooperer avec nous, ils devraient representer positivement la Chine en faisant sa promotion. Ils [Eutelsat] se sont excuses encore et encore, et nous ont assure qu’ils ne laisseraient plus jamais une telle chose se produire dans le futur. »

Dans le but d’obtenir davantage de contrats, Eutelsat s’est couchee devant la volonte du regime chinois en eteignant cette station de television independante afin qu’elle ne fasse plus la promotion de la liberte et des droits de l’homme en Chine. Elle ne peut plus fournir au peuple chinois des informations veridiques et non-censurees. Le probleme est meme plus grave depuis que Voice of America et Radio Free Asia n’ont pas eu la possibilite d’emettre depuis le debut du mois d’août.

Maintenant que l’information a ete largement diffusee, peut-etre que vous voudrez bien prendre en compte l’image de votre entreprise, sans faire allusion aux valeurs transcendent l’argent. Nous esperons qu’Eutelsat reprendra le contrat signe avec NTDTV et le renouvellera du 31 octobre 2008. Compte tenu de la repression en Chine qui se repand tres largement au point d'etre de plus en plus connue et condamnee. Les generations futures demanderont ce que nous avons fait face a la violence, a l’oppression et a l’inexorable ascendant du communisme, nous avons l’espoir qu’Eutelsat jouera son rôle de ne plus preter allegeance au communisme, de ne plus etre complice de la repression. Mais d'etre du côte de la verite, de la liberte et des droits de l’homme, en assurant immediatement la reprise des signaux de NTDTV.
